On windows, mouse wheel is a feature that can be turned on or off by the owner of the "parent window". Since the window is owned by the host in many cases ARIA can't do anything about it. Scroll wheel may or may not get to ARIA.

This feature is set to OFF in the standalone for standardization reasons.
